Section 301 of the Trade Act of 1974 lets the US Trade Representative act against foreign practices it finds unreasonable. Two families of Section 301 duties are in force. The older one targets China: four lists from 2018 and 2019, in U.S. note 20 of the tariff, with rates of 25% on Lists 1, 2 and 3 and 7.5% on List 4A, and a strategic goods list in note 31 with rates from 25% to 100%. The newer one, published on July 28, 2026, covers 60 economies following investigations into forced labor enforcement, at 10% or 12.5% of value, or a total for five partners. A shipment from China can owe both. In 2026 HTS Revision 22, read on November 2, 2026, we counted 5,906 codes on List 3 and 2,963 on List 4A. The tool lists what applies to your code.

The China lists

From U.S. note 20 of 2026 HTS Revision 22. Heading 9903.88.16, the former List 4B, has expired.

Strategic goods in note 31 add 392 codes in our extract, such as lithium-ion batteries, solar cells, wafers and electric vehicles, with rates from +25% to +100%. Note 31 says that its duties come on top of the general rates. From November 10, 2026, heading 9903.91.12 adds +100% on intermodal chassis, and 9903.91.14 adds +100% on ship-to-shore cranes. They go by description, so the calculator warns on those codes and does not add them.

November 9, 2026: what happens to the exclusions

USTR’s notice ends the 178 exclusions at 11:59 p.m. Eastern on November 9, 2026, unless USTR acts again. Our calculator never applied them, so its amounts stay the same after that date, and only its message changes. If you rely on an exclusion, the duty on the list applies to goods entered after that time, unless a new notice says otherwise.

The 60-economy action

Headings 9903.05.20 to 9903.05.84 and U.S. note 52 set this up. Rates and the list of partners are on the rates by country page. Note 52 says the duty stacks on general duty and on other additional duties, with exceptions. It is removed for goods listed in note 52(b), civil aircraft, some drug inputs, the Section 232 programs named in 52(f), USMCA goods entered free, some textile goods from Central American partners, and country lists in 52(j). Chapter 98 goods are mostly exempt.

Stacking, for one example

A plastic article on 3926.90.99 owes 5.3% ordinary duty. From China, it adds List 4A: +7.5% and the 12.5% country duty, for $2,530 (25.3%) on $10,000. From Vietnam, without the China list, it comes to $1,780 (17.8%). From Japan, $1,250 (12.5%), as ordinary duty counts toward its total.

What ended before

Earlier country duties under emergency powers were ended by an executive order in February 2026, and their headings remain printed in chapter 99, although they are no longer in force. A temporary Section 122 surcharge expired at the close of July 23, 2026. Pages written before that date describe a different system.

Questions importers ask

What is the difference between Section 301 and Section 232?

Section 301 responds to a foreign country’s trade practices, and it is run by the US Trade Representative, usually by country of origin. Section 232 responds to a national security finding about a product, starting with the Commerce Department, and proceeds by proclamation of the President. A product can fall under both, in which case the notes decide what stacks. The country duty, for instance, gives way to several 232 programs.

Are there exclusions from Section 301 duties on China?

Yes. A USTR notice of December 1, 2025, extended 178 exclusions through 11:59 p.m. Eastern on November 9, 2026, and headings 9903.88.69 and 9903.88.70 print that end date. We read no further extension on November 2, 2026. The calculator does not apply them, as each describes goods in words, so it charges the list duty, and its message changes once the date has passed.

Does the 60-economy duty apply to goods already shipped?

The action applies to goods entered on or after 12:01 a.m. Eastern on July 24, 2026. The notice gave a limited exception for goods in transit, and that exception closed before July 28. Those dates have passed, so goods entering now owe the duty if they fall in scope. The date that counts is entry for consumption, or withdrawal from a warehouse, rather than the date of loading.
