Tools are split in two by the US tariff. Hand tools are in chapter 82, such as hammers on 8205.20.30 at 6.2% and vises and clamps on 8205.70 at 5%, with the exact line depending on the tool. Power tools for working in the hand are in heading 8467: a drill or saw with a self-contained electric motor on 8467.29 prints Free, chain saws on 8467.81 print Free. The China lists split the same way. Those power tool lines show List 4A: +7.5%, and hammers show List 3: +25%. Several 8467 lines also appear in our metals group B, so if the metal reaches 15 percent of the weight, the metals duty can replace the country duty. On $10,000 from China, power tools come to $2,000 (20%) in this tool without that program. Read in 2026 HTS Revision 22 on November 2, 2026.

Questions importers ask

How do I classify a tool set in a case?

A set put up for retail sale can be classified as one article by the tool that gives it its essential character. Heading 8206 also covers tools of two or more of certain headings put up in sets, and its rate follows the most heavily taxed item. Read the line’s wording, and keep a list of the contents, in case customs asks.

Are cordless tool batteries classified with the tool?

We read no rule specific to them. A tool and battery in one box raise the question of rule 3(b) on goods put up in sets for retail sale. Sold separately, the battery takes its own line in 8507, where lithium-ion has a strategic China duty, which makes the question expensive. Compare the two results, then ask a broker or for a customs ruling if the difference matters.

Does the metals duty apply to hand tools?

It can, where a code is named in the lists of U.S. note 16, and the applicable metal reaches at least 15 percent of the article’s weight outside the metal chapters. Weigh your own tool’s metal against its total. Enter your line in the calculator and see if the program is offered.
