There is no single US tariff rate on China, so any headline number is an average at best. For one product, four things add up. Ordinary duty comes from the tariff line. A Section 301 list adds 25% or 7.5% if the line is on one, or up to 100% if it is a strategic good in note 31. The 60-economy Section 301 duty adds 12.5% unless the line is exempt. A Section 232 program can apply as well, and replaces the 60-economy duty where note 52(f) says so. So $10,000 of toys on 9503.00.00 comes to $1,250 (12.5%), cotton T-shirts to $3,650 (36.5%), lithium-ion batteries to $4,090 (40.9%) and smartphones to $0 (0%), all before fees. Read in 2026 HTS Revision 22 on November 2, 2026.

Which lines carry which list

Each list is a set of codes in U.S. note 20. They do not follow the logic of chapters, so one heading can hold lines on different lists. Our calculator reads each line. Where only some ten-digit numbers of a line are listed, it warns you and does not add the duty, because it cannot tell which you have. On a few lines, such as 8517.62.00, note 20 sends some ten-digit numbers to +25% and others to +7.5%: it shows +7.5% and names them.

Exclusions and deadlines

USTR exclusions in headings 9903.88.69 and .70 run through November 9, 2026. Headings for chassis and cranes begin on November 10, 2026, and the calculator warns on those codes. The duty on some wafers and polysilicon inputs can rise under note 31, which also announces a change on June 23, 2027, for heading 9903.91.05, with the amount to come in a notice. Rates can change quickly, so look at the Trade Representative’s page before you price a shipment. Our Section 301 page explains the structure.

Hong Kong and Macau

The 60-economy list names Hong Kong separately, at 12.5%, under its own heading.

Questions importers ask

What is the average US tariff on China right now?

We do not publish an average, because no official figure read for this page gives one on the current system, and any average depends on what is weighted. A product’s real rate is what counts for an importer. The calculator gives that for a line. Averages published by others use their own methods, and they can go out of date with each new tariff action.

Can I avoid China tariffs by shipping through another country?

Not by shipping alone. Under 19 CFR 134.1, origin is the country of manufacture, production or growth, and work elsewhere must effect a substantial transformation to change it. A false statement of origin can bring penalties under 19 U.S.C. 1592. Before moving production for tariff reasons, you can ask for a ruling under 19 CFR part 177, which gives a definitive reading for a described transaction.

Do low-value parcels from China still enter duty free?

No. The de minimis exemption has been suspended for all countries and all values, by an executive order of February 2026, on top of an earlier suspension, and a law repeals it for commercial shipments from July 1, 2027. A parcel of any value from China therefore goes through entry and duty. Postal shipments now have an informal entry process of their own.
