HS code for machinery: chapter 84 and how duties stack

Independent site, not a government agency or a customs broker. General information, not legal advice or customs advice.

Pick a machine line, an origin and a value: the ordinary rate is usually low, and the additional layers decide the cost.

Chapter 84 of the US tariff holds much of its machinery, with 824 lines in 2026 HTS Revision 22, and 498 of those show a free general rate. Here a general rate of zero can sit next to +25%: industrial robots on line 8479.50 are 2.5% and List 1: +25% for Chinese goods. Metal content adds a further check. A number of machines appear on the Section 232 derivative lists in U.S. note 16, and the action reaches those outside the metal chapters only if the applicable metal is at least 15 percent of the article’s weight. Goods under it are outside the 60-economy duty. The tool leaves that choice to you because it depends on your bill of materials. A Section 232 proclamation of November 2, 2026 on robotics opened talks and set no tariff in the text we read.

A typical stack, in numbers

Take $100,000 of electric hand tools on 8467.29 from China, a general rate of Free. The calculator gives $20,000 (20%) without the metals program. From Germany, as part of the European Union, it gives $10,000 (10%). Because the line also appears in metals group B, selecting that program replaces the country duty with the metals duty.

An agreement can reduce the ordinary rate, but that rate is usually already low here. The Section 301 country duty remains on agreement goods unless note 52 says otherwise, and Section 232 applies anyway. Read the Section 232 page before you commit to a price.

Questions importers ask

What is the machinery heading when nothing else fits?

Heading 8479 covers machines with individual functions not specified or included elsewhere in chapter 84. It is the last stop, not a shortcut: a machine named by a more specific heading goes there first. Check the notes to section XVI as well. Note 3 deals with composite machines, and note 4 with components that work together to perform one clearly defined function.

Do machines imported for my own factory pay duty?

Generally yes, because the lines we read are written around the goods, and we found no general exemption for equipment used in US production. We did not read every provision of chapter 98. Some Section 301 exclusions have covered machinery from China, and the notice we read ends them on November 9, 2026. The calculator does not apply them, so check U.S. note 20 for your code.

How do I test the 15 percent metal rule?

Compare the weight of the applicable metal in the finished article with the article’s total weight, using your supplier’s bill of materials. Under U.S. note 16, listed articles outside chapters 72, 73, 74 and 76 fall under the derivative duties only if that share reaches 15 percent. Keep the workings with your entry file, because 19 USC 1484 expects reasonable care from the importer of record.
