Bed linen, table linen, bathroom and kitchen textiles take heading 6302 of the US tariff, in chapter 63 for made-up textile articles. The lines split by use, then by fiber, then by details such as printing or embroidery. Knitted bed linen on 6302.10 prints 6%, printed cotton sheets not napped on 6302.21.50 print 20.9%, cotton terry towels on 6302.60 print 9.1%, and other cotton kitchen and bath linen on 6302.91 prints 9.2%. Other made-up goods, such as cushions and mats, often fall on the broad line 6307.90.98 at 7%. On these lines the China column shows List 4A: +7.5%. India and Pakistan have a country duty of 10% in the note we read, so $10,000 of terry towels comes to $1,910 (19.1%) from India and $2,910 (29.1%) from China. Finish changes the line

Printed, embroidered, napped and plain fabrics can take separate lines even in the same fiber. The split between 6302.21 for printed and 6302.31 for other woven cotton bed linen is typical. Keep the mill’s specification and photograph each product.

Questions importers ask

Are curtains in the same heading as bed sheets?

No. Curtains, drapes and interior blinds take heading 6303, and other furnishing articles such as bedspreads and cushion covers take 6304. Pillows and quilts with filling are in heading 9404 instead, in the bedding group. Picking by the room the product goes in leads to mistakes, so read the name of the article against the heading before you settle on a line.

What origin rule applies to towels woven in one country and sewn in another?

Textile goods have their own origin rule, 19 CFR 102.21, which differs from the usual new-article test. Its hierarchy looks first at where the good was wholly obtained, then at a specific rule by heading, and goods of headings 6301 through 6306 are handled apart from other sewn goods, by where the fabric was formed. Read it or ask for a ruling, because it decides the country duty.

Does organic cotton change the textile duty?

No line of heading 6302 that we read is written around organic status. It looks at fiber, construction and finish, so an organic sheet meets the same wording as a regular cotton one with the same features. Any rules on organic claims are outside this site, and we did not read them. Keep the composition by weight with your entry file in any case, as the fiber decides the line.
