Air conditioners take heading 8415 of the US tariff, and refrigerators and freezers take 8418. Their ordinary rates are low: window or wall units that are self-contained on 8415.10.30 print Free, and combined refrigerator-freezers on 8418.10 print Free. All show List 3: +25% for Chinese goods. Appliances are a clear example of Section 232’s reach beyond raw metal. Those two lines fall in our metals group B at +25%, and some 8415 lines are in group C, brought to a total of 15%. Goods under the program leave the 60-economy duty. Thus, $10,000 of those air conditioners from Thailand comes to $1,250 (12.5%) without the program, or to the metals duty if you select it, provided the metal reaches 15 percent of the weight. Rates are from 2026 HTS Revision 22, read on November 2, 2026.

Metal weight in practice

The 15 percent test looks at weight. Ask the factory for a weight breakdown by material. For a group C line such as 8415.10.60, which prints 1%, the duty rises only enough to reach 15% in total, as the tool shows.

Questions importers ask

Are portable air conditioners in the same heading as window units?

Heading 8415 covers both. Window or wall types that are self-contained or split take 8415.10, while other units, including those with a refrigerating unit, take lines at 8415.81 and 8415.82. We read no ruling on portable units. Check the unit’s design rather than the product name, since a heat pump or a dehumidifier can read differently under the wording of the lines.

Do heat pumps count as air conditioners for the tariff?

Reversible units that heat and cool are named in the 8415 wording, with lines for reversible heat pumps. Heat pumps that are not air conditioning machines can take 8418.61 among refrigeration equipment. The line printed on the invoice may not settle this. Check what the machine mainly does, and look at the general rate and list for both before you decide.

Do dishwashers and washing machines follow the same rules?

They have their own headings, such as 8422 for dishwashers and 8450 for household washing machines. Each has its own rates and may be listed in the metals groups. Do not assume the result for a refrigerator. Enter the exact line for the appliance in the calculator and read the program offered.
