HS code for wine: heading 2204 and rates per liter

Independent site, not a government agency or a customs broker. General information, not legal advice or customs advice.

Enter a wine line, an origin, a value and liters: the ordinary rate here is per liter, so volume counts.

Wine takes heading 2204 of the US tariff. Unlike most goods here, the ordinary rate is charged by volume, not value: sparkling wine on 2204.10 shows 19.8¢/liter, and still wine in containers of two liters or less sits on 2204.21 with its rate set by type and strength. So a cheap bottle bears much more duty, as a share of its price, than an expensive one. The 60-economy duty is charged on value. For the European Union, the note sets a total of 10% including ordinary duty, and for a rate per liter the note says to work out the equivalent as duty divided by customs value. The tool uses that method when you enter the liters. Federal and state taxes and rules on alcohol are not in this calculator, and we did not read them. Rates from 2026 HTS Revision 22, read on November 2, 2026. Ask the federal Alcohol and Tobacco Tax and Trade Bureau what your shipment needs.

Value matters, but not for the first layer

Try a $30,000 shipment of 12,000 liters from the European Union in the tool. Ordinary duty depends on the liters. The country duty only tops it up to the note’s total, so a low-value wine can reach the total through ordinary duty alone. China’s list duty, by contrast, is charged on value: List 3: +25% for effervescent wine. Bulk wine in larger containers takes other lines, such as 2204.29.81 at 22.4¢/liter.

What is not here

Federal excise tax and state taxes are not customs duties, and we did not read them. Add them separately to your budget under other costs in the calculator.

Questions importers ask

How is the duty on wine calculated per bottle?

Multiply the per-liter rate by liters in the shipment. A standard 750 ml bottle is 0.75 liters, so at 19.8¢/liter the ordinary duty per bottle is about 15 cents, whatever the bottle costs. The calculator asks for the liters and works out the amount, then adds any duty charged on value. Any excise tax is separate and is not included.

Do I need a permit to import wine into the US?

Ask the federal Alcohol and Tobacco Tax and Trade Bureau and your state’s alcohol regulator before any shipment. We did not read their rules for this page, so we say nothing about what they require. The lines here give duty only, and paying it does not replace any license or label approval that they may ask for. Personal imports are outside this site.

Does the alcohol strength change the wine code?

Yes. Lines for still wine include alcohol strength, with one group at no more than 14 percent by volume, and there are lines for sparkling and effervescent wine. Container size matters too, with a split at two liters and larger bulk sizes above that. Check the label and bulk specification against the wording of the line.
