Plastics fill chapter 39 of the US tariff, from raw polymers in the early headings to finished articles at the end. Heading 3920 covers sheets and film, 3923 covers packing articles, 3924 tableware and kitchenware, and 3926 is the place for other plastic articles when nothing more specific applies. Ordinary rates are moderate, usually between free and about 6 percent: 5.3% on the catch-all line 3926.90.99, 3.4% on plastic tableware on 3924.10.40. The China column is where these lines differ. The catch-all shows List 4A: +7.5%, packing bags on 3923.21 show List 3: +25%, and adhesive film on 3919.90.50 shows List 2: +25%. That is a spread between 7.5 and 25 percent on goods that may share a factory. Chapter 39 counts 236 lines in 2026 HTS Revision 22, read on November 2, 2026.

From polymer to finished goods

A rough rule of thumb: the further along the chapter, the more finished the good. Primary forms come first, then waste, then tubes, floor coverings, self-adhesive plates, film, baths, packaging, tableware and builders’ ware, and finally other articles. If your article is finished and has a function, check other chapters first. The note at the head of chapter 39 lists many goods that it excludes.

A small price difference, a large duty one

On $10,000 of goods from China, adhesive film comes to $4,330 (43.3%), while catch-all articles come to $2,530 (25.3%). Vietnam comes to $1,780 (17.8%) for those same articles, because it escapes the China list.

Questions importers ask

Is 3926.90.99 a safe code for any plastic product?

No. It is a residual line for plastic articles not covered elsewhere, so it applies only after you rule out more specific ones. Note 2 to chapter 39 lists many goods that the chapter does not cover. 19 USC 1592 sets penalties for material misstatements made through negligence, gross negligence or fraud, so check the code, whatever its rate happens to be.

What duty applies to plastic bags from China?

Polyethylene sacks and bags on 3923.21 have a general rate of 3% and List 3: +25% for Chinese goods, plus the 60-economy duty, for $4,050 (40.5%) on a $10,000 value in this tool. Commerce published final review results on polyethylene retail carrier bags from China and Malaysia in August 2026. Those orders are not in the calculator, so read them for your goods.

Does recycled plastic change the HS code?

Not by itself, as far as the lines we read go: they name the polymer, the form and the article, and we saw none written around recycled content. Plastic waste and scrap has its own heading, 3915. Ask the supplier for the polymer content by weight, because note 4 to chapter 39 sorts copolymers and blends by what predominates by weight.
