Iron and steel run across two chapters of the US tariff. Chapter 72 covers the raw and semi-finished products, such as flat-rolled steel on 7208.51 at Free. Chapter 73 covers articles, such as nuts on 7318.16 at Free and other articles on 7326.90.86 at 2.9%. The ordinary rate rarely decides anything here. Section 232 does: U.S. note 16 charges group A goods at +50% of the full customs value, with a separate rate for the United Kingdom and for goods with mostly US metal. A free trade agreement does not remove it. Goods under it leave the 60-economy duty, while Chinese articles on a Section 301 list keep that duty on top. So $10,000 of flat steel from anywhere but the UK works out to $5,000 (50%) here, and $10,000 of those nuts from China to $5,750 (57.5%). Antidumping orders can add to that.

The three metal groups
Reading the note’s lists, we group codes by what they pay. Group A pays 50%, group B pays 25%, and group C is brought up to a total of 15% including ordinary duty. In all, 719 codes appear on those lists. The tool shows the group of your line when you choose the program. The Section 232 page sets them out with headings.
Melted and poured
Some of the note’s tests refer to where the metal was melted and poured. So ask your mill for a document that shows that place. We could not read CBP’s guidance on the documents it expects, so ask your broker as well.
