Cosmetics are mostly in chapter 33 of the Harmonized Tariff Schedule. Heading 3303 covers perfumes, 3304 covers makeup and skin care, and 3305 covers hair products. Almost all of these lines print a general rate of Free, so a first look suggests no duty at all. In fact, Chinese goods owe List 3 at +25% on nearly all of them, and most origins owe the 60-economy duty. A face cream on the catch-all line 3304.99.50 works out at $3,750 (37.5%) of a $10,000 value from China, $1,250 (12.5%) from South Korea and $1,000 (10%) from the European Union. Soap sits apart in chapter 34: liquid skin washes on 3401.30.10 pay 4% as ordinary duty. Read in 2026 HTS Revision 22 on November 2, 2026. Duty is one part of the job, and this site does not cover other agencies’ rules.

Questions importers ask

Is sunscreen classified as a cosmetic for customs?

Heading 3304 names sunscreen and sun tan preparations alongside beauty and skin care products, and it excludes medicaments. So how a product is presented can raise a question for customs. Rules from other agencies are a separate matter from duty. We did not read them for this page, so ask the agency that regulates your product before you import it or make a claim on its label.

Do Korean skin care products pay US duty?

The general rate on most skin care lines is Free, and the Korea agreement also shows free in the Special column where it applies. The country duty for South Korea is written as a total of 12.5% including ordinary duty, and U.S. note 52 keeps it on goods under most free trade agreements unless an exemption applies. The calculator shows it as a separate line.

Where does a gift set of different products go?

A set put up for retail sale can be classified as one item under the general rules of interpretation, by the product that gives it its essential character. Two products in a box may therefore follow one line. Goods that are simply packed together are classified one by one. Read the wording of each heading before you decide.
