Copper and its articles are in chapter 74 of the Harmonized Tariff Schedule, from cathodes to bars, wire, tubes and fittings. Ordinary duty is low: seamless refined copper tube on 7411.10.10 pays 1.5%, and hollow profiles on 7407.10.15 pay 3%. Many of these lines are on the Section 232 lists of U.S. note 16 in our group A, charged at +50% on the full customs value, and the calculator preselects that program for chapter 74. Chinese copper tube keeps a List 3 duty as well, which brings $10,000 of it to $7,650 (76.5%) here, against $5,150 (51.5%) from Chile, where only ordinary duty and the metals layer apply and the Chile agreement can remove the first. The scope of the action is set in the note, and a Federal Register notice of August 2026 opened comment on metals derivatives, so the list may move. Read on November 2, 2026.

Ordinary duty barely matters here

A rate of 1% on bars and rods on 7407.10.50 is small. If your goods are on the metals list, the additional duty is many times larger, and it sits on the full value, not on the copper content. That is why the program is selected by default in this tool. Switch it to None to see the difference, and keep the workings if you decide the note does not apply.

Questions importers ask

Is copper wire classified with cable?

Plain copper wire takes heading 7408. Insulated wire and cable go to heading 8544 in chapter 85, under electrical goods, and are not in chapter 74. That changes the ordinary rate and may change the metals treatment, with the weight test applying outside the metal chapters. Check whether your wire has insulation, because that alone decides which part of the tariff it belongs to.

Does scrap copper pay these duties?

Copper waste and scrap has its own heading, 7404, and its treatment under the note can differ from finished copper goods. Do not assume a rate from another line: enter the exact code in the calculator, then read the note itself for any exceptions. We did not read any rules on scrap from other agencies, and this site does not cover them, so ask your broker.

How is the copper content of a product measured for customs?

For derivative articles outside the metal chapters, what counts in the note’s test is the weight of the metal against the weight of the article, with the 15 percent threshold. Your supplier’s bill of materials is the usual evidence. In chapter 74 itself, there is no such test, because the goods are classified there as copper to begin with.
