Bicycles without a motor take heading 8712 of the US tariff, where a single eight-digit structure sorts them by wheel size and then by construction and weight. Small-wheel bikes, with both wheels not over 63.5 cm, on 8712.00.15 print 11%. A bike with larger wheels weighing less than 16.3 kg complete, on 8712.00.25, prints 5.5%, and others on 8712.00.35 print 11%. That split means a lighter frame can halve the ordinary rate. These lines all show List 3: +25% for Chinese goods, so $10,000 of those lighter bikes comes to $4,300 (43%) from China, against $1,000 (10%) from Taiwan, whose country duty is a total of 10% that includes ordinary duty, and $1,800 (18%) from Vietnam. Parts are in heading 8714, which has its own lines. Motorized bikes take 8711 instead. Read in 2026 HTS Revision 22 on November 2, 2026.

Wheel size, then weight

Measure the wheels to the outer edge of the tire, as additional U.S. note 2 says, and check the cross-section rules in lines such as 8712.00.25, which depend on the tire’s diameter. Bikes with a front wheel smaller than the back take 8712.00.44 at 5.5% if light enough. Other cycles such as tricycles fall on 8712.00.50 at 3.7%. Heading 8712 names delivery tricycles, among other cycles.

Questions importers ask

How is a bicycle’s weight measured for the tariff?

The line says weighing less than 16.3 kilograms complete, without accessories, so the figure covers the bicycle ready to ride. Take the weight from a real sample rather than a brochure, and remember that the smallest frame is not the only one in the range. If your range straddles the limit, sizes may fall on different lines, each with its own rate.

What code covers children’s bicycles?

Bicycles having both wheels not exceeding 63.5 cm in diameter take 8712.00.15, and additional U.S. note 2 to chapter 87 measures to the outer edge of the tire. Heading 9503 names tricycles, scooters, pedal cars and similar wheeled toys. We read no ruling on balance bikes, so search the rulings database for similar products before you commit to a line.

Do imported bicycle parts pay the same duty?

No. Parts take heading 8714, with their own rates for frames, forks, wheels, brakes and more, and the China lists apply differently. A complete bike shipped unassembled in a box is still a bike under the rules for unassembled goods. Bringing parts in separately for US assembly raises origin and classification questions, so price both the parts and the finished bike.
