Parts for cars mostly take heading 8708 of the US tariff, with general rates of up to 2.5% on common lines such as brake parts on 8708.30.50 and road wheels on 8708.70.60. Plenty of parts sit elsewhere, including tires in chapter 40, lamps in 8512 and engines in 8407 and 8408. The action that matters most here is Section 232. In the release we read, 147 codes appear on the passenger vehicle and parts list of U.S. note 33 at +25%, and 215 on the truck list of note 38. Goods under those programs are outside the 60-economy duty, but Chinese goods keep their Section 301 list. So $10,000 of brake parts from China comes to $4,000 (40%) in the tool without the program. With it selected, the country duty drops and the 232 duty takes its place. Scope depends on the part’s use.

The list and the choice in the tool

The tool preselects the auto program only for passenger cars on 8703, such as line 8703.23.01 at 2.5% ordinary duty, because for a car the answer is clear. For parts it stays on None until you choose, since being on the list does not say your article is in scope for your use. Selecting it changes the total at once, so try both.

Partners with their own totals

The note sets different treatment for partners such as the United Kingdom, the European Union, Japan and South Korea, with a parts rate of 10 percent for the United Kingdom under heading 9903.94.32. The calculator charges the general rate, so its result can be too high for those origins. Read the Section 232 page and the note itself.

Questions importers ask

Do USMCA auto parts pay the Section 232 tariff?

U.S. note 33 has its own treatment for USMCA-qualifying parts, and the note governs which are in scope and under what conditions. We do not model that treatment here. The calculator lets you claim the agreement against the ordinary rate and leaves the program choice to you, so read the note and your supplier’s origin documents before you set a price on such parts.

Is a universal accessory an auto part for customs?

Not always. Note 2 to section XVII leaves out parts of general use of base metal, similar plastic goods and certain rubber articles. Note 3 limits parts and accessories to those suitable for use solely or principally with the vehicles concerned, and a part answering two headings goes by its principal use. So test each item against the wording of its line, and do not assume that one code covers an order.

Is the Section 232 duty on parts charged on the full value?

The rate in the note applies to the value of the part as entered, and in the calculator we charge it on the full customs value. For finished vehicles, the note provides for a different basis in some cases involving US content. We do not model such reductions, so treat the result as the upper estimate for those goods and read note 33.
