Electric bicycles and motorcycles take line 8711.60 of the US tariff, for cycles with an electric motor for propulsion. Its general rate is Free. The China column shows List 2: +25%, which is the older list the line sits on, and the country duty applies on top. So $10,000 of e-bikes comes to $3,750 (37.5%) from China, $1,250 (12.5%) from Vietnam, and $1,000 (10%) from Taiwan in this calculator. Compare that with a non-electric bike, which pays ordinary duty at up to 11%. In the tariff, the motor changes the heading entirely. Extra batteries sold separately take lithium-ion lines with their own China duty, as the batteries page shows. Parts take heading 8714, so price them on their own lines. Rates from 2026 HTS Revision 22, read on November 2, 2026.

The heading follows the motor

Without a motor, heading 8712. With a motor for propulsion, heading 8711. An auxiliary motor does not bring you back to 8712, because the heading names cycles fitted with one. Non-electric piston engines take other lines of 8711. Parts for all of them are in 8714.

Questions importers ask

Is an electric kick scooter classified on 8711.60?

We read no ruling on this. Line 8711.60.00 reads “with electric motor for propulsion”, under motorcycles and cycles fitted with an auxiliary motor. Heading 9503 names scooters and similar wheeled toys. So design and intended rider may matter. Look for rulings on similar products, and keep in mind that the China column differs across the two lines, so the answer can change the bill.

Are e-bike conversion kits classified as e-bikes?

We read no ruling on kits. Rule 2(a) of the general rules looks at whether an incomplete article has the essential character of the complete one, and a kit lacks a frame. Heading 8714 covers parts and accessories of vehicles of 8711 to 8713. Ask for a ruling, under 19 CFR part 177, since motors and lithium batteries have their own lists and rates.

Does an e-bike count as a motor vehicle for import rules?

The tariff heading and vehicle safety law are separate questions. We did not read the safety rules, so we do not say how your machine is treated, and the duty shown here does not depend on that answer. Ask the Consumer Product Safety Commission and the National Highway Traffic Safety Administration about your model before importing, and keep what they tell you with your shipment file.
