Wood is in chapter 44 of the US tariff: sawn lumber takes heading 4407, plywood takes 4412, and most sawn lines print a general rate of Free. The Section 232 wood action in U.S. note 37 adds +10% on softwood lumber under heading 9903.76.01, with higher rates for upholstered furniture and cabinets. It lists 22 codes in the release we read. Goods under it are outside the 60-economy duty, so $10,000 of pine from Canada comes to $1,000 (10%) in this calculator, before antidumping and countervailing orders, whose latest final review results Commerce published in October 2026. Plywood on 4412 is not on the note’s list as we extracted it, so it pays the country duty instead, and List 3 for Chinese goods: $3,750 (37.5%) on the same value. Read in 2026 HTS Revision 22 on November 2, 2026. Plants and some plant products also need a Lacey Act declaration, covered below.

Which layer for which wood

Lumber in scope pays the wood action and leaves the country duty. Plywood outside the action stays with the country duty. So plywood on 4412.99.71, printing 3.4%, owes $1,340 (13.4%) on $10,000 from Canada without a USMCA claim, and a qualifying claim can remove that layer. The tool preselects the wood program for chapter 44 lines listed in note 37, and sets the rate at 10 percent for them.

Declarations beyond duty

16 USC 3372(f) requires a declaration on import of covered plants and plant products, giving such details as the scientific name, the value, the quantity and the country of harvest. Ask your broker whether it reaches your goods, as we read the statute but no agency guidance.

Questions importers ask

Does softwood lumber from Canada pay antidumping duty?

Yes, it is under antidumping and countervailing orders. Commerce published final results of reviews on October 19, 2026, in Federal Register documents 2026-21296 and 2026-21286. Rates depend on the producer, and we did not copy them, so they are not in the calculator. Read those notices, then ask your broker for the current cash deposit rate for your producer before you price a load.

What is the difference between softwood and hardwood codes?

Heading 4407 is split into coniferous woods, such as pine, fir and spruce, and non-coniferous ones, such as oak, maple and cherry, then by species. So ask the supplier for the species. The Section 232 action named softwood lumber in the note, which means species decides whether the line falls in scope.

Is flooring classified with lumber?

Not always. Boards that are continuously shaped, such as tongue and groove, take heading 4409. Assembled flooring panels take heading 4418, among builders’ joinery. Each has different lines and treatment under the China lists. Look at how the piece is finished when it arrives, not at how it will be used once it has been installed.
