Bags and cases take heading 4202 of the US tariff, with 89 lines in chapter 42. The structure is a grid. First, the type: trunks and suitcases, handbags, wallets and small items, then others such as backpacks and sports bags. Then the outer surface: leather, plastic sheeting, textile, or something else. Rates run from a little above zero to 20%. A cotton handbag on 4202.22.45 prints 6.3%, a suitcase with plastic or textile outer surface on 4202.12.21 prints 20%, and other cases on 4202.99.90 print 20%. Almost all of these lines are on List 3 at +25% for Chinese goods, which brings $10,000 of the cotton handbag to $4,380 (43.8%) in this calculator, against $1,630 (16.3%) from Cambodia. Read the grid in two steps

Take the first split, type of bag, then the second, outer surface. Then check any further split by fiber, value or construction. Because these lines reach high rates, a change of material can change the landed cost by a lot.

Questions importers ask

What HS code covers backpacks?

Backpacks fall under “other” bags of heading 4202. On 4202.92 with an outer surface of textile or plastic sheeting, for example, man-made fiber backpacks have their own statistical number, 4202.92.31.20. Other lines exist for other materials and fibers. So check the outer surface and the weight of each fiber used, as they can decide the final line, and enter that exact line in the calculator.

How is the outer surface of a bag decided?

A note to chapter 42 deals with textile that is impregnated, coated, covered or laminated with plastics, for subheadings such as 4202.12 and 4202.92. It counts as textile or as plastic sheeting depending on whether, and how far, each one makes up the exterior surface of the article. Measure on a sample, since a design change can move a bag into another rate.

Do luxury handbags pay more duty?

The rate does not depend on the brand. Leather handbags split by value, and the higher value pays the lower rate: 4202.21.60, valued not over $20 each, prints 10 percent, and 4202.21.90, valued over $20 each, prints 9 percent. A high customs value still means more duty in dollars, because the percentage applies to a bigger base. Other rules on wildlife leather are not covered here.
